Facilities Update May 2018

Highland Park ISD continues to make progress with design and construction related to the $361.4 million bond election approved by voters in November 2015. 

University Park Elementary School Rebuild: 

  • The building roof is 100% dried in for the entire building. Air Conditioning units are 100% complete on the building.
  • Mechanical, electrical and plumbing rough-in is 100% complete in the classroom and administrative wing, and 80% complete in the cafeteria wing.
  • Brickwork is ongoing around the building.
  • Ceramic tile installation is complete in the classroom wing.
  • Millwork installation is ongoing throughout the building.
  • The kitchen plumbing rough-in is complete.
  • We continue to be on schedule for opening in August 2018. 
 
Armstrong Elementary School Renovation: 
 
 
  • Construction of the addition is ongoing. The renovation work will start this summer.
  • Structural concrete masonry units are complete.
  • The second-floor slab is poured.
  • Mechanical and electrical overhead rough-in has begun.
  • Final planning coordination for summer renovation work is complete, and materials have been ordered.
  • The project is scheduled for completion for the start of next school year.
 
Bradfield Elementary School Rebuild: 
 
 
  • In response to the HP Town Council adding language to our approved zoning ordinance calling for an architectural peer review of the project by Houston firm Curtis & Windham Architects, the district's architect, Stantec, has been working collaboratively with Curtis & Windham to produce a final report and plans that reflect the intent of the peer discussions. It was understood by the Town Council that such efforts by the District would not have a material impact on the District's construction budget or construction schedule.
  • The Town Council reviewed a report on May 10 prepared by its staff regarding preliminary peer review discussion points (that presentation is now available on the Town’s website.)
  • The District’s General Contractor for this project, Balfour Beatty, is in the process of developing cost estimates for the suggested modifications.
  • The District’s Design and Construction Committee will review and recommend approval of the final changes prior to submittal to the Town Council.
  • The Town Council will receive the final report as recommended by the D and C Committee at their May 22 Council study session, with action scheduled for May 29.
  • Construction is scheduled to start in summer 2018. The new school will feature larger classrooms, flexible learning spaces and state-of-the-art appropriately-sized core spaces, including the library, cafeteria and gymnasium. Among other things, the redesigned school will:
    • increase the amount of contiguous active play area;
    • retain more than 60 of the 81 existing mature trees currently at Bradfield;
    • retain some of the historic elements of the existing building façade, including the existing entry stone; and
    • incorporate Spanish Colonial elements within the school's architecture to complement the neighborhood.

  • The District hosted a second neighborhood meeting on May 7, where the District’s architect presented various massing options for the site. The District recorded the presentation, which can be found here.
  • Responses received from the neighborhood meeting were shared with the Design and Construction Committee at their May 9 meeting and with the Board of Trustees. No decisions have been made regarding the number of floors for the building, the height, or the look of the school at this time.
  • The Legacy Committee continues to meet regarding salvage and re-use of items at the existing campus.
  • Construction is scheduled to start in summer 2019.

  • Parking garage walls are 95% poured.
  • The garage slab 75% installed, scheduled for 100% end of May.
  • The garage elevated deck first pour is scheduled for this month.
  • Grade beams for the south addition are ongoing and scheduled for completion at the end of May. Underground mechanical, electrical and plumbing rough-in will soon be complete.
  • The South addition slab pour has been delayed to accommodate student testing.
  • The tennis courts relocation, including new basketball goals, is now complete and is currently being used by students.
  • The North addition site prep is now ongoing.

  • The Earth retention system has been completed.
  • Piers are 100% installed.
  • Footer and grade beams are 50% installed.
  • Structural steel erection scheduled to begin late May.
  • Construction delayed for two weeks to accommodate testing schedules.
 
Seay Tennis Center: 
 

 
  • Interior walls are complete and sheet rocked. Taping and bedding of walls is ongoing.
  • Roofing is now 100% complete.
  • The building has permanent power.
  • Exterior brick installation is nearing completion and should be 100% complete by May 25.
  • The mechanical, plumbing and electrical work is 85% complete.
  • Data cabling and security system is ongoing.
  • The building's completion is scheduled for the end of July.

  • The project is scheduled to stay in sequence with the construction completion date for the new Seay Center.
  • Bids have been received and are under evaluation. Contractor (Lee Lewis) is evaluating potential cost savings through alternate construction logistics plan.
  • The GMP will be scheduled for the June Board meeting.

  • The project design continues to be finalized.
  • The construction is not scheduled to start until the Multi-Use Building is completed.
 

Facilities Update April 2018

Highland Park ISD continues to make progress with design and construction related to the $361.4 million bond election approved by voters in November 2015. 

University Park Elementary School Rebuild: 

  • The HPISD Board of Trustees, UP Legacy Committee and UP PTA Executive Board participated in a topping out ceremony and brief tour at the school April 13. More photos from the day can be found here.
  • The building roof is 85 percent dried in for the entire building. Air Conditioning units have been installed on the roof of the classroom wing and are 80 percent complete throughout the rest of the building.
  • All mechanical, electrical and plumbing rough-in is 100 percent complete in the classroom wing and 80 percent complete in the administration wing.
  • Brickwork is 50 percent completed on the classroom wing and will continue into the gym this week.
  • The painting will begin in the classroom wing this week.
  • University Park Elementary is still on track for opening in August 2018.
 
Armstrong Elementary School Renovation: 
  • Construction of the addition is ongoing and complete renovation work will start this summer.
  • The slab has been installed, columns are poured and the structural concrete masonry units are currently being installed for the storm shelter.
  • The structural steel is on site and will begin erection next week.
  • The steel columns for the new rooftop air conditioning units are 95 percent installed.
 
Bradfield Elementary School Rebuild: 
  • The HPISD Board of Trustees approved the Guaranteed Maximum Price Contract amendment for the construction of the new school during its April 17 meeting. 
  • The HP Town Council unanimously approved an ordinance April 9 that will allow HPISD to re-build Bradfield Elementary. The Council, however, called for an architectural peer review of the project by Houston firm Curtis & Windham. It was understood by the Town Council that such efforts by the district would not have a material impact on the district's construction budget or construction period.
  • Construction is scheduled to start summer 2018. The new school will feature larger classrooms, flexible learning spaces and state-of-the-art appropriately-sized core spaces, including the library, cafeteria and gymnasium.

  • The Hyer Legacy Committee continues to meet regarding salvage and re-use of items at the existing campus.
  • Massing and site studies are continuing. No decisions have been made regarding the number of floors for the building, the height or the look.
  • Similar to the process used for the rebuilding of University Park and Bradfield Elementary Schools, there will be opportunities for members of the public to review and provide input on plans for the new Hyer Elementary.
  • Construction on Hyer Elementary is scheduled to start summer 2019.
 
Renovations/Additions at MIS/HPMS: 
  • The parking garage columns are complete and garage walls are 85 percent poured.
  • The elevator pit has been installed in the garage and installation of the garage slab has begun. Garage decking is scheduled to start during the first week of May.
  • All piers have been poured for the south addition and grade beams are 35 percent complete. Underground mechanical, electrical and plumbing rough-in will be completed towards the end of April.
  • The tennis courts relocation is complete, but work scope was expanded to include installation of basketball goals. All work is scheduled to be complete at the end of April.
  • Construction on the north addition is scheduled to start Tuesday, May 1.
 
Northwest Addition at Highland Park High School:
  • The earth retention system has been completed and piers are 100 percent installed.
  • Footer and grade beam excavation is 20 percent complete.
  • Construction of basement walls are scheduled to start at the end of April.
  • Structural steel erection is scheduled to begin mid-May.
 
Seay Tennis Center: 
  • The metal stud framing of the building is completed.
  • The roofing of the building is 95 percent complete.
  • All mechanical, plumbing and electrical rough-in is complete in the administration area and 60 percent complete throughout the building.
  • Due to continued weather delays and a delay in shipment of tennis court lighting, building completion is now scheduled for the end of July.

  • The project is scheduled to stay in sequence with the construction completion date for the new Seay Tennis Center.
  • Approval of the GMP is scheduled for the May HPISD Board of Trustees meeting.

Facilities Update March 2018

Highland Park ISD continues to make progress with design and construction related to the $361.4 million bond election approved by voters in November 2015. 

University Park Elementary School Rebuild: On the classroom wing, which is on the eastern edge of the property, the roof is dried in, mechanical, engineering and plumbing are almost complete, and window installation and exterior masonry have started. The center of the building, which includes admin, the library and the arts wing, roofing is underway and work has begun on mechanical, engineering and plumbing. On the gym, masonry units have been installed and decking has started. Kitchen plumbing is also underway. Garage parking has been striped and we are still on track for opening in August 2018.
 
 

Armstrong Elementary School Renovation: Construction of the addition has started. The renovation work will start this summer.
Piers are complete and grade beams are installed to support slab of the new addition. The slab is scheduled to be poured next week (weather permitting). New columns for support of new HVAC units are 60 percent installed. The administrative area was relocated during spring break.

Bradfield Elementary School Rebuild: The Bradfield Elementary rebuild project is continuing to make progress. As many of you know, the district presented plans about this project to the community this past fall, including meetings with neighbors, the Bradfield Legacy committee, the Bradfield PTA and Dad's Club, a presentation to the board during our regular meeting, and provided information about it via E-Newsletters, a quarterly mailout to all HPISD residents (both with and without students) and the district's website. The project has been bid and the general contractor is evaluating and vetting bids to be ready for the April Board meeting. The Town of HP Planning Commission has recommended approval of the design. We are scheduled for a Town Council hearing April 9. Construction is scheduled to start summer 2018.

Hyer Elementary School Rebuild: The Legacy Committee continues to meet regarding salvage and re-use of items at the existing campus. Massing and site studies are ongoing. A full five months have been set aside for schematic design that, according to the district's construction projects calendar established and posted online several months in advance, began March 1. This gives the district until July to complete this process to remain on schedule. No decisions have been made regarding the number of floors for the building, the height, or the look. Similar to the process used for the rebuilding of University Park and Bradfield Elementary Schools, there will be opportunities for members of the public to review and provide input on plans for the new Hyer Elementary. We hope to have meetings this spring with neighbors, the Hyer Legacy Committee, Hyer PTA and Dad's Club once we have something from architects to review. Construction is scheduled to start summer 2019.

Renovations/Additions at MIS/HPMS: The parking garage columns are complete and garage walls are 40 percent poured. Walls should be complete in one month. The elevator pit has been installed in the garage and installation of the garage slab will begin by the end of March. Garage decking is scheduled to start during the first week of April. All piers have been poured for the south addition. Grade beams are ongoing. The contractor continues working on tennis courts relocation. Scheduled to be completed March 26, whereas the North addition is also scheduled to start on March 26.

Northwest Addition at Highland Park High School: Site work demo is complete and excavation should be completed this week. The earth retention system has been completed. Piers will be installed this week.

Parking lots and playfield near High School: All parking is completed and available for students. Landscaping is also complete and new fencing has been installed.

Seay Tennis Center new building: The metal stud framing has been completed in the Admin area and is ongoing in the rest of the building. Roofing will start this week and is on schedule for completion at the end of May. 

Multi-Use Building: The project is scheduled to stay in sequence with the construction completion date for the new Seay Center. Project bid was March 15.

Natatorium Infill: Designs continue to be finalized. Construction is not scheduled to start until the Multi-Use Building is completed.

February 14, 2018

Highland Park ISD continues to make progress with design and construction related to the $361.4 million bond election approved by voters in November 2015.

University Park Elementary School: The school remains on track to open in August 2018. All piers are now in place, foundation walls have been constructed and the third floor has been poured in the education wing of the building. The garage concrete is now complete and mechanical as well as electrical work is ongoing. Steel beams, joists and decking continue to be installed. All storm and sewer drainage work have been completed.

Armstrong Elementary School: Construction of the addition has begun and the renovation work is scheduled to begin this summer. Temporary parking for the disabled has been installed. Construction safety zones have also been installed and a temporary entrance is in place.

Bradfield Elementary School Rebuild: The design drawings have been finalized and recommended for approval by the Town Planning Commission.The final city zoning approval is anticipated at the end of March. Construction is scheduled to start summer 2018.

Hyer Elementary School Rebuild: Architects are still in the initial planning stages for Hyer, with no decisions made at this time regarding the size, height, look or a number of stories for the building. Similar to the process used for UP and Bradfield, there will be meetings with school groups and neighbors prior to plans being finalized. Construction is scheduled to start in the summer of 2019. The Hyer Legacy Committee continues to meet regarding salvage and re-use of items at the existing campus.

Renovations/Additions at McCulloch Intermediate School/Highland Park Middle School: Excavation work has been completed on the parking garage and drilling of the parking garage piers has also wrapped up. Underground utility construction is ongoing and is nearly complete. So far, 28 columns have been installed in the garage and 150 feet of the wall has been poured. Sixteen piers have currently been poured for the south addition, and a new fire lane has been installed at the campus. The contractor continues work on the relocation of the tennis courts, which is scheduled to be completed in March for the return from spring break.

Northwest Addition at Highland Park High School: The excavation began in December and is ongoing, but site work demolition is now complete. All utilities have been rerouted and piers are scheduled to start the last week of February.

Parking lots and playfield near High School: Parking for students is now available and full landscaping, as well as ornamental fencing around the playfield, is complete. The grass is currently dormant and is anticipated to take root mid-spring. A public opening can soon be expected after the grass has taken root. 

Seay Tennis Center: The Seay Tennis Center is back on track with a completion date scheduled for the end of May after experiencing a considerable amount of rainfall in late December. The structural framing is now complete and construction progress is in full swing as crews have poured the flooring of the new complex. Wall installation is scheduled to start in February.

January 16, 2018

Highland Park ISD continues to make progress with design and construction related to the $361.4 million bond election approved by voters in November 2015.

University Park Elementary School Rebuild: All piers are complete. Foundation walls are constructed and grade beams are being poured in the education wing of the building. 100% of the slab has been poured into the education wing and the parking garage slab is 100% poured. Steel beams, joists and decking continue to be installed. The storm and sewer drainage work are complete. The school remains on track to open in August 2018.

Armstrong Elementary School Renovation: Construction of the addition has started. The renovation work will start this summer. Temporary handicapped parking has been installed. Construction safety zones have been erected, and temporary entrance has been implemented. Site demolition is complete. Piers will start drilling this week.

Bradfield Elementary School Rebuild: The design drawings have been finalized. Bradfield is scheduled to be reviewed by the Town Planning Commission Wednesday, January 31. Final city zoning approval is anticipated in February or March. Construction starts summer 2018.

Highland Park ISD continues to make progress with design and construction related to the $361.4 million bond election approved by voters in November 2015.

University Park Elementary School Rebuild: All piers are complete. Foundation walls are constructed and grade beams are being poured in the education wing of the building. 65% of the slab has been poured into the education wing and the parking garage slab is 100% poured. Armstrong Elementary School Renovation: The Design and Construction Committee discussed bid alternates and reached the consensus that all proposed alternates were appropriate based on need and financial considerations, and should be included in the GMP. The Board has now approved the GMP for construction. Construction of the addition is scheduled to start this month. The renovation work will start summer 2018.

Bradfield Elementary School Rebuild: The design is continuing to be finalized. The Bradfield Legacy Committee has met to start discussing how to salvage and re-use items from the existing Bradfield campus. The Bradfield Town Council has referred Bradfield zoning to the Planning Commission. This is the first step in the zoning approval process. It is anticipated that the Town Council of Highland Park will consider a zoning amendment in February or March. Construction starts summer 2018.

Highland Park ISD continues to make progress with design and construction related to the $361.4 million bond election approved by voters in November 2015.

University Park Elementary School Rebuild: All piers are complete. Foundation walls are under construction, steel columns are being installed and grade beams have been poured in the education wing of the building. About half of the slab has been poured into the education wing and the parking garage. 70% of the basement walls have been poured, and most concrete columns are poured. The school remains on track to open in August 2018.

Armstrong Elementary School Renovation: Construction is scheduled to start in December.

Bradfield Elementary School Rebuild: The design is continuing to be finalized. The Bradfield Legacy Committee has met to start discussing how to salvage and re-use items from the existing Bradfield campus. It is anticipated that the Town Council of Highland Park will consider a zoning amendment in February or March.

New Elementary School: Hundreds of Park Cities residents toured the new school during an open house held Oct. 21. 

  


University Park Elementary School Rebuild: All piers are complete and foundation walls remain under construction. Storm and sewer drainage work is ongoing. The school remains on track to be opened in August 2018.

Renovations/Additions at MIS/HPMS: Construction on the tennis courts is underway, while work on the new parking lot underneath the current playfield is expected to begin in the next few weeks.

Northwest Addition at Highland Park High School: The project is on schedule to start construction in the next few weeks. The Guaranteed Maximum Price is $6 million below the original budget, resulting in savings that will be reallocated to Bond Program Contingency.

Parking lots and playfield near High School: Construction has restarted on the three parking lots with the goal of completion on two of them by mid- to late November.

Seay Tennis Center new building: Vertical structural steel installation is expected to begin shortly.

Multi-Use Building: The project is scheduled to stay in sequence with the construction completion date for the new Seay Center. Architects are continuing to finalize plans.

Hyer Elementary School: The Legacy Committee continues to identify items to be salvaged and either moved over to the new elementary school next year or into storage to be used once the new Hyer is built. The project schedule does not start until summer of 2018.

Highlander Renovations: The bulk of renovation work is not scheduled to start until January 2018.

 

September 15, 2017

New Elementary School: Highland Park ISD’s first new elementary school since 1948 opened on time for the students of University Park Elementary School on August 28. The school features classroom pods for each grade level, flexible learning spaces, larger classrooms, an outdoor learning garden and appropriately sized core spaces, such as the library, cafeteria and gymnasium. Minor items to close out the construction project are ongoing.

Bradfield ES: The design for the new school continues to be developed. Meetings have been held with neighbors and several parent groups to receive feedback on the initial plan. A Legacy committee has been formed to start taking inventory of items around the school to be retained at the new Bradfield.

Renovations/Additions at MIS/HPMS: Work has begun on the tennis courts and will begin on the additions as soon as construction permits are approved.

Northwest Addition at Highland Park High School: This project is on schedule to begin construction in November, pending completion of parking lots construction.

Parking lots and playfield near High School: Construction has begun on this project and is expected to be completed in November.

Seay Tennis Center new building: Construction is underway and foundation piers are nearly complete. The foundation will be poured in the next couple weeks. 

Multi-Use Building: This project is scheduled to stay in sequence with the construction completion date for the new Seay Center. Plans for the interior of the building continue to take shape.

Hyer ES: The project schedule does not start until summer of 2018. A Legacy committee has been formed to start taking inventory of items around the school to be retained at the new Hyer.

Highlander Renovations: Work to improve access for individuals in wheelchairs in the stadium student seating area was completed over the summer. The bulk of renovation work is not scheduled to start until January 2018.

 

August 15, 2017

New Elementary School #5: The General Contractor has completed the interior of the school, and the school will open for the beginning of the school year. The City of Dallas has installed traffic signage for the new school. Exterior landscaping is ongoing. We have had unusually significant July and August rainfall which has presented challenges. Minor punch list repair items will be ongoing.

UP ES Rebuild: Demolition of the building is complete, and excavation work has begun. The City of University Park is in the final review of the construction permit. The schedule is currently on track for an August 2018 opening.

Armstrong ES Renovation: Highland Park Town Council approved the zoning amendment June 26th. The project is now scheduled to start late December 2017. The overall completion schedule (which includes the renovation work) will not be affected, and the new start date is expected to result in better pricing.

Bradfield ES: Initial Schematic Design continues development. Community meetings will be scheduled in early September to receive further input from stakeholders (Legacy, PTA and neighborhood).

Renovations/Additions at MIS/HPMS: UP City Council and Town of HP City Council have approved zoning. The City has approved the permit for tennis court work. General Contractor is ready to mobilize this week.

Northwest Addition at Highland Park High School: Project is on schedule to start construction end of October (pending completion of parking lot construction). City of UP Planning and Zoning Committee recommended approval in June, and the City Council approved zoning July 18th for the Northwest addition.

Parking lots and playfield near High School: City of UP Council approved zoning for new parking lots and temporary play-field. Building permit issued, and work started. New scope requirement as a result of UP Utilities review will require new bids for additional electrical and drainage scope. Parking lot schedule has been affected by this new scope, and Contractor Lee Lewis has reworked staging so original affected Northwest area parking lot will remain open (to students) until new parking lots are constructed.

Seay Tennis Center new building: The building permit is approved, and construction work has begun. Oncor has relocated utility pole.

Multi-Use Building: The project is scheduled to stay in sequence with the construction completion date for the new Seay Center. Architects have continued to finalize plans.

Hyer ES: Project schedule does not start until summer of 2018.

Highlander Renovations: Minor ADA work at the stadium student seating area should be complete this week (only installation of handrails remains for completion). Bulk of renovation work is not scheduled to start until January 2018.

New Elementary School

The General Contractor for the new school, Balfour Beatty, continues to make progress, and the school is on schedule to open for the beginning of the school year. Oncor set the power poles for permanent power, and the building should be energized by the end of the week. Interior wall partitions are almost completed in all areas. Walls are textured and painted on all floors of Area A, and the tile wainscot is installed in the corridors. Ceiling grid and lights installation are almost complete. Bathroom tile is ongoing in the building. Casework in classrooms is ongoing. Kitchen equipment continues installation and kitchen flooring is currently being installed. Stonework and brickwork continue. Exterior storefront doors are nearing completion. The permanent roof has been completed. Sidewalk installation on Durham is nearly complete. Queue lane construction has started

UP ES Rebuild: Balfour Beatty is currently scheduled to begin demolition the week of June 19th. Asbestos abatement is ongoing. Construction barricades have been installed around the school. Neighborhood meeting conducted June 7th. Neighbor comments incorporated in the development of final construction staging plan. The contractor will enter construction truck traffic from Lovers, and exit site from Thackery or Lovers.

The overall completion schedule (which includes the renovation work) will not be affected, and the new start date should result in better pricing. Work session with Highland Park Town Council is scheduled for June 20th.

Bradfield ES: Schematic Design started immediately following the April 4th community meeting.

Contractor ready to mobilize pending City of UP permit approval.

Seay Tennis Center new building: Construction mobilization is anticipated to begin as soon as the permit is approved.
