Enrollment & Proof of Residency FAQ

Required documents:

• Birth Certificate
• Immunization Record
• Copy of one of the following in its entirety: a closing statement or deed of trust or warranty deed or current lease of reasonable duration (greater than two months)
• Current water or electric utility bill for the same address
• Student's Social Security Card
• Parent ID (i.e. Driver's license or State ID)

Required Documents, if applicable:

• Health Plan Documents (for those students with health conditions such as asthma, seizures, diabetes, etc.)
• Special Program Documents (i.e. Special Education, 504, dyslexia, gifted and talented, speech therapy, etc.)
• Most recent custody documents, divorce decree or other legal documents related to the child, if applicable
• Previous Report Card (for those enrolling in grades 1 -12)
• Withdrawal form from the most recent school, if the school year has started

For grades 9-12 only 

• High School Transcript 
• Advanced Placement (AP) scores
• ACT scores
• PSAT scores 
• SAT scores 

Returning families do not re-enroll but must complete Back to School Sign-Up (BSSU) and provide updated proof of residency annually. Back to School Sign-Up (BSSU) is an annual online process completed each July. Families update contact information, submit required forms, and have the option to purchase items such as school supplies, yearbooks, directories, and spirit wear. Your Skyward login and password are used to complete this process.

All families must complete Annual Proof of Residency each summer before the start of school. If your residency documents from enrollment are current (deed or lease and driver’s license at the same address), you will only need to submit a current water or electric bill. If documents are missing or do not match, updated residency documents will be required. Instructions and submission details are available on the district website in July. Begin by selecting the enrollment path that fits your situation (new student, returning student, or adding a student) and complete the process through Skyward.

Skyward is the district’s online system used to complete enrollment, submit forms, and upload required documents.

Skyward only allows one primary number per household. Please decide which number you would like to list as your primary number.

For a deed:

• If you have a signed, dated, executed contract for a residence, the campus will temporarily accept a copy of the  entire contract until a closing statement or deed of trust or warranty deed can be submitted. You may redact the  financial information, if you choose. A copy of the entire closing statement or deed is due to the campus the business day after the closing occurs.

    For a water or electric bill:

• If you have not yet received a water or electric bill, campuses will temporarily accept a copy of your request for service to begin at the in-district address. A copy of the first bill is due to the campus within 30 days.

     For a Texas driver’s license:

• If you are new to Texas, please provide a copy of your current out-of-state driver’s license as a temporary substitute. A copy of your Texas driver’s license is due to the campus within 90 days.
• If you are a current Texas resident, please provide a copy of your new Texas driver’s license with the address matching your residency documents.
• Some current Texas drivers qualify to change their address online. If so, campuses will temporarily accept a copy of the printout of your online Department of Public Safety (DPS) temporary license. A copy of your new permanent license is due to the campus within 30 days.
• If obtaining your license requires an in-person DPS appointment that will occur after the due date to HPISD, please submit to the campus a copy of the email confirmation from DPS showing your scheduled appointment date and time. This document will allow a temporary extension of time for your submission. 

     For a social security card:

• If you are missing your child’s social security card, please request a replacement at the Social Security Administration. The campus will temporarily accept a copy of the request for a replacement card. A copy of the new card is due to the campus as soon as possible after you receive it.

Skyward online enrollment forms cannot be viewed or changed by a parent/guardian after they have been submitted.

Any short-term lease must extend at least two months into the semester in order to meet the initial residency requirement. To remain after that time, new residency documents will be required.

No, HPISD only accepts a current water or electric bill. Please submit all pages of the bill for staff to review all the required elements, including usage.

If the student’s residency paperwork is complete and current, only the following will be required for the annual proof of residency:

• All pages of a water or electric bill must be submitted in a PDF format. (No gas, phone or cable.)
• It must show dates of service (not billing dates) during June, July or August 2026.
• The address must match the family’s in-district address as listed in Skyward.
• Each student's ID #, name, campus and grade level must be submitted along with each family’s bill.

Some unique exceptions:

• If the family has moved, all three residency documents must be submitted: the new deed or lease, a current water or electric bill and a driver's license, all at the same address. 
• If the family has a lease that has expired or is soon due to expire, a new lease must be submitted in addition to the water or electric bill.

Documents will be accepted beginning 9 a.m. Thursday, July 23, 2026, and are due before the first day of school on Wednesday, August 19, 2026.

• Proof of residency is submitted via an online form. Complete the fields and attach all documents, then click the "Submit" button. Please click here for the form.
• Prior to opening the Proof of Residency Form, please have your student's ID # and be prepared to attach PDFs or scanned copies of required documents.

Students whose parents or legal guardians have not provided annual proof of residency by the first day of school will be contacted by the district. Parents will be allowed up to a 30-calendar day grace period to provide their annual proof of residency. If the documentation is not received by the end of the 30-calendar day grace period, the student will be withdrawn from school. 

The district has created an affidavit that the parent is required to submit instead of a utility bill.  Find the affidavit under the unique situations.

If the water or electric bill that was previously submitted for enrollment is billed for service dates earlier than June 2026, then the district will require a new bill that meets the date requirement.

Prior to the expiration date of a lease, the parent must provide updated documentation. Therefore, a new or renewed lease and current driver’s license for the same address must be submitted along with the electric or water bill.

If the lease changes to month-to-month after the term ends, the district has an affidavit that the parent will submit instead of a lease renewal.Find the affidavit under the unique situations.

Families who move within the school district during the school year are required to submit to the campus all three residency documents: the new deed or lease, a current water or electric bill and a driver's license, all at the same address. 

Families who move in during the school year submit their residency documentation as part of the enrollment process. Providing all three required proofs of residency, which includes a current water or electric bill, is a mandatory component in that process.

Please go to the front office of your child’s elementary school or to the counseling office at your child’s secondary school and provide office personnel with the following three required residency documents: the new deed or lease, an electric or water bill at the same address, and a driver’s license at the same address.

The district will accept certain temporary documents.  For the water or electric bill, the campus will temporarily accept a copy of the request for service to begin in your name at that address.  For the driver’s license, the campus will temporarily accept a printout of the change-of-address request from the Texas Dept. of Public Safety website.  Each of these temporary documents must be replaced at the school with the required item within 30 days.

The situation described does not meet the residency requirement. The primary residence must be within HPISD. FD(REGULATION) defines residency as follows:

“A person resides in the district if the true, primary, physical place where the person lives with the intent to remain for a considerable amount of time is within the boundaries of the district. A person’s residence is the fixed, permanent, and principal place of habitation that is the center of the person’s domestic, social, and civic life. A person can reside in only one place at a time.”

A copy of the updated/ renewed lease and an updated electric or water bill for the same address must be provided to school office personnel prior to its expiration date.

When the move is within the school district, Board policy permits the student to continue at his/her school for the remainder of the school year during which the move occurs.  Going forward, the parents will be required to annually apply and be approved for a voluntary transfer if they wish the student to remain at the same campus. Please contact the child’s current school office for information about the form, timelines, and unique provisions involved with a voluntary transfer request.  [See also Board policy FDB.]

Elementary students are typically placed at their attendance zone campus. If a grade level is full or a specialized program is needed, placement may be at another HPISD elementary school with available space. Students may be added to a waitlist for their zoned campus. 

If the parents are separated, the child must live with the in-district parent to remain in the school district.

If the parents are divorced and the parent who resides in the district retains some level of conservatorship, the child may remain in school in the district. There is no restriction as to where the child must reside in this situation.  [See FD(LEGAL).]

Seniors who attended HPHS for the full previous school year and move after the first nine weeks grading period of their senior year may remain enrolled and complete the school year at HPHS. For additional details, please refer to Board policy FDA(LOCAL) and FDA(REGULATION).

Any student who moves out of the district is permitted to complete the grading period during which the move occurred. This applies to all students in all grades - unless they qualify for the senior exception described in the question above.  [See FDA(LOCAL).]

The situation described does not meet the residency requirement. The primary residence must be within HPISD. FD(REGULATION) defines residency as follows:

Board policy prohibits out-of-district students from paying tuition to attend school in HPISD.

Under specific limited circumstances, however, a nonresident student who is in the process of becoming a resident student may apply for approval to enroll and pay tuition for the limited time until the residency begins.  [See FDA(LOCAL) and FDA(REGULATION).]

HPISD does not accept transfer students who reside in another district.  [See FDA(LOCAL).]

State law does provide for students who attend an unacceptable school or school identified for improvement with the option to transfer schools.  However, the transfer is limited to another public school only within the same district.  [See FDB(LEGAL).]
